We honour the life and legacy of Otieno Frederick Alfred Ochieng from Kenya, an AAS Fellow in Engineering Technology & Applied Sciences elected in 2012. May their contributions to science in Africa endure for generations to come.

Professor Fred Otieno was a distinguished engineer, academic, researcher, and leader in higher education whose contributions to water resources management, environmental engineering, and infrastructure development spanned more than three decades.
He served as Deputy Vice-Chancellor: Research, Innovation and Partnerships at the Durban University of Technology, South Africa, and was recognized as a “C”-rated researcher by the National Research Foundation (NRF) of South Africa. He was a professionally registered engineer (Pr Eng), a Fellow of the South African Institution of Civil Engineering (FSAICE), and a Senior Fellow of the Water Institute of Southern Africa (WISA), where he also served as President during 2007–2008.
Throughout his career, Professor Otieno accumulated over 30 years of experience in consulting, teaching, research, project management, and institutional leadership. His areas of expertise included water engineering, environmental engineering, civil engineering, project management, and organizational management. He supervised more than 30 master's and 8 doctoral graduates, contributing significantly to the development of future generations of engineers and researchers.
An accomplished scholar, Professor Otieno conducted research across several disciplines, with particular emphasis on water resources management, water and wastewater treatment, solid waste management, and environmental sustainability. He authored more than 60 accredited journal articles and over 120 peer-reviewed international conference papers, establishing himself as a respected voice in his field.
Prior to his academic leadership roles, he worked as a consulting engineer and provided expert services to numerous non-governmental organizations, government departments, national and international institutions, and United Nations specialized agencies. His technical expertise and strategic insight contributed to a wide range of development and infrastructure initiatives.
Professor Otieno also served in several important governance and leadership positions. These included Vice-Chairperson of the Water Research Commission, Non-Executive Director and Acting Chairperson of Pikitup in Johannesburg, Chairperson of the Softstart BTI Technology Incubator, and Chairperson of the South African National Roads Agency (SANRAL). He also served on the boards of Rand Water and Invotech Incubator, where he chaired the Board.
Beyond South Africa, Professor Otieno contributed to continental scientific and technological development through his involvement with UNESCO’s African Network of Scientific and Technological Institutions (ANSTI), where he served as Vice-Chairperson of the Board. He also served as a Council Member of the South African Institution of Civil Engineering.
Through his scholarship, professional excellence, mentorship, and public service, Professor Fred Otieno made a lasting contribution to engineering, environmental management, higher education, and sustainable development in Africa and beyond.
